The principal objective of the Torrance County Purchasing Department is to acquire quality goods and services for the County at fair and reasonable prices. The Purchasing Department strives to meet this objective by competitive purchasing from vendors through the issuance of requests for quotes (RFQ's), Invitation for Bids (IFB's) and Request for Proposals (RFP's).
